Electric Shift Issue

I have a 1972 65 Hp Evinrude. It recently broke down while running in forward. The forward shift button is still pushed in. I cannot push either the neutral or the reverse buttons. They will not lock-in. I have pulled the throttle all the way back to slow. What am I missing?

Thanks. That was it. Removing to top cover revealed that the shift interlock was indeed not working. The plastic piece with the holes in it no longer moves with the throttle. That is as far as I went.
