3 HP Evinrude throttle lever moves

Just picked up a decent running 1960 Evinrude 3 hp (for $65). When I pull the recoil the throttle lever moves from position I have it to dead stop. I need the lever to stay where it is.. Any ideas on what to do? thanks

Make sure the mag plate mounting area is not over lubed and the coils are not hitting the flywheel.

Probably the coils are hitting the magnets, Or somebody left the wave washer out of the armature plate mounting rings.
