Set volt meter to ohms test between the wires coming from stater to power pack with then disconnected. Should be 400-600 ohms. Test each one to ground. Should be OL or infinity. If you have DVA adaptor for volt meter test between them while motor is being cranked over should be between 150-400 volts

Hopefully you were not looking for 12 volts from the battery on the powerpack.-----That is not how these motors get spark !
