92 6hp Evinrude, won't start without spraying

I have a 92 6 hp can't get it to start on its own I have a spray bottle with mix gas If I spray the carb it will start up and run until I turn it off if I try to start it right back up it won't start unless I spray it agian , on a side not took it out this past weekend and it didn't seem like it was opening up all the way ( it could be just been awhile since I've had it out) not sure if the two problems are related any help would be appreciated thanks
