Replacing VRO to a fuel pump

Hi guys, am a new member and have a question about installing a fuel pump.
1987 Johnson 90hp.
Beside my starter, I do have mounting holes for the fuel pump. Inbetween those two holes is a screw (pulse) which I know must be removed for the fuel pump. My problem is directly below all of that, there is a plastic nipple (which looks to be part of the block) with a hose attached to it and the other end attaches to the VRO pulse side (I think)
I can not secure the fuel pump because of that plastic nipple. It is in the way. What are my options? Any advice is much appreciated.

Remove that nipple / pulse limiter that was used with the VRO and install a brass plug there.

Oh okay, I didn't think it was removeable.
Will there be enough clearance for the fuel pump when I install a brass plug?

Find a plug that fits flush.-----This job is very simple, no need to complicate matters.
