98 Johnson 115 Timing Base

Typical backyarder issue. Fixed one problem only to create another one. Had to take the flywheel cover and shifter/timing base components off to fix a bushing on the starter bendix. When reinstalling, something changed. The timing advance works, but doesn't slide back to low idle, kind of stuck, but I can pull it forward by hand and it will spring back to low idle. I believe everything is back in the correct place, but maybe someone can look at the attached pic and see if something isn't right. I'm wondering if the spring that pulls the timing advance back isn't "tired." Any thoughts or suggestions welcome. Thanks.

BTW, When the timing advance is stuck forward, idle on the muffs in the driveway is around 1500 rpm.
