1971 40 hp johnson good spark, will not start

I am currently trying to get my 40 hp to start. I have good spark in both plugs but motor will not fire once. Suspect fuel is not reaching cylinders. I checked fuel system up to carb .when I turn motor over fuel is being pumped out of line into my container. The last time this motor ran was on the lake and I forgot to open the vent on the tank. We got to shore at slow speed. The tank was caved in. Would running the motor like this cause a problem like I'm seeing now?

​How long ago was that??
Anyway, I'm not an expert, but probably start with the basics.. Spark? (you say it's good), Compression?
​And of course the fuel... If it's been sitting a while, probably need to clean the carbs out again...
Double checking it all from the beginning though would probably be a good route to take...
