1996 johnson 70hp primer leaver/screw

sorry if this has been explained before , 2nd season with this motor and still figuring things out. my engine starts and runs fine.
seems like when I first pump the ball for a cold start it wont stay hard . I pull the cover off and every time we pump the ball I can see fuel spray out of the lever.screw. its it suppose to spray everywhere when I pump ball. also I noticed that the screw cap was loose so I tightened it down but haven't had a change to check if it fixed the problem
