2004 Evinrude 225 Ficht Loss of Power

Engine will not run past 4800 rpm?s / 45 mph. Starts easily and runs smoothly otherwise. Just will not reach the proper WOT rpm?s & speed. Have had this problem for the last couple months. Boat has been checked out and serviced by two different shops and after extensive testing (compression, injector operation, throttle opening, sensor voltage, controls and linkage, fuel pressure, fuel pressure, vacuum gauges, cylinder drop test etc etc.) they were not able to identify a single issue.
