ETEC Tilt Relay

Hello I have a 2013 25hp etec with a bad tilt relay but I can't figure out how to get the old one out its down in and hard to get to any help on what is holding it in?

On most ETECs half a dozen screws and both port and starboard lower covers fall away. Eight at most.
