1967 johnson 100hp golden meteor shift problems

when I go to leave my dock, sometimes the boat will not engage in forward. If I move the shifter back to neutral, then to reverse briefly and then back to forward it will engage. Sometimes, when I go to throttle up when taking off from a stop, it will jump out of forward gear. I have been told that it could be a low voltage issue since the electric shift will not work properly if there is a voltage issue. Also, that it could be the shift switch. Any suggestions on best way to analyze this issue? Thanks.

Bypass the shift switch by going directly from battery to the green wire at the back of the motor.

Check it out good before replacing anything as that switch sells for $335.00.
