TD-20 Question

I was given a TD-20 and it does run after cleaning the points and carb. Whre I am a bit stumped is I can only get the thing to stay running by completely removing the low speed needle. Any thoughts as to why and what the solution would be?

When you cleaned the carb did you clean the tube that goes up to the low speed needle.

Yes, all lines were removed soaked in carb cleaner overnight and passage clearance was verified by spraying carb cleaner through the lines and where the line connects to the y-piece in the front of the motor. Fuel does come out of the low speed needle seat when I prime the carb.
