1978 Evinrude 70 HP, rolls over a long time before starting

My 1978 Evinrude recently developed a starting issue, but only on first start of the day. It takes at least 15 seconds of rolling the motor over before it will start. After the first start of the day, it fires up immediately on every start. Motor runs fine after it starts.

The choke is activating when the switch on the control box is lifted.

Any ideas?

Have you looked to see if the choke is physically working or do you just hear the click?

Not meaning to insult you, but are you lifting the fast idle lever on the control? And of course you are using the primer bulb, right? Without looking it up, I think the choke solenoid can be adjusted up and down. Check it out.
