1996 Evinrude 30 HP Seems to lack Power

Greetings, I have a 1996 Evinrude 30 HP outboard. The motor is on a 1996 Duranautic 16 foot side console Aluminum boat. The motor has a new plugs and water pump assembly. The motor starts good, idles good and runs good at full throttle. However, The motor does not seem to be pushing the boat very fast through the water. Smooth running, no spark plug miss, just seems to lack power. Boat does not com up on plane. Any thoughts would be appreciated. Thanks

Need the model# Do a compression and spark test sounds like one of the cylinders is not working.
