90 Ranger 393V with 89 Johnson gt 200 fuel issue?

I have a 90 Ranger 393V with 89 Johnson gt 200 that surges and loses throttle response soon as you come out the whole. And you can mash the primer bulb flat. It has a new fuel pump(which cured my cold start issue). Primer bulb is new as well but it's a attwood brand. Boat Cranks and idles great but when you put it in the water and put a load on it, it seems like someone pinches the gas line shut. Any advice would be greatly appreciated.
