Stuck in forward

1984 Johnson 70 hp outboard.
After an overnight fishing trip, I was pulling up to the boat ramp in forward at idle speed. Shifted to neutral, than reverse. Gave a quick shot of gas to stop the boat, and the boat lunged forward grounding itself on the ramp.
I pulled the motor cover off and checked the linkage. The shift lever is moving back and front as it should, but the prop is stuck only turning forward.

Make sure it is actually moving the shift rod up and down (below the bottom carburetor)

Yes, the shift rod is moving. There are marks I put on the case a while back, showing the position the rod should be in for forward, neutual, and reverse.
The rod is moving to those marks.

I'm going to try this repair my self. Will I need to remove the lower unit to access the shifter and cradle?
