water flow issue

On a 1993 70hp johnson, I have changed the whole water pump, thermostat, flushed it out, and cleared the water outlet hose. I have in in a barrel and not using muffs. Water will dribble from the telltale for a few seconds then stop for a few then start again. The dribble is steaming hot. I just discovered that the water outlet needs to be moved from the bottom to the top of the motor due to air building up in it. Can I just reroute the hose over the top of the engine? Could this be what's wrong with the water flow?

Do it properly and that involves drilling and tapping into the block.------Nothing to it.
