70 hp Johnson fuel issues

I recently was out on the water and my boat bogged down to almost an idle no matter at what throttle I had it at. When I got it home I noticed I had a crack in my vro pump, so I decided to swap it out with a new star dared fuel pump. I finished the install of the new pump and reinstalled everything, and when I went to start the motor it wouldn't start and then I noticed the lower carb has fuel pouring out of it. I opened the carb drain plugs and the lower carb was filled and the top two had none in them. Any and all help would be appreciated.

Hopefully its just an issue of bad plumbing... hoses hooked up wrong could do that.

I thought the same thing, so I checked and double checked and they are in the correct spots. Could it possibly be the carbs need to be rebuilt?

I was thinking the needle has either messed up or the float possibly.
