Tilt motor noise in down direction ,Johnson 48

Tilt motor was making bad clicking type noises while going in the down direction. Up is fine, and they both move the motor just fine.
Making noise during bench testing under no load. I thought it was the tilt swivel tube and various bushings on the motor that were severely corroded by salt water. But after removing everything, still noisy! How to fix? Is it possible its the electric motor part, or something hydraulic? I have removed the hydraulic piston and cap assembly to visually inspect and everything looks normal. Then I drained all the fluid and filled with fresh juice and bled as per factory manual. Same still.
Its off of a 96 Johnson 48 if it matters.
