Normally, the two relays will click when energized. One when going up, the other when going down. The click indicates that these relays are energized and that the motor is likely powered. If you have no motor movement, time to have a hard look at the motor. The factory service manual has a procedure to testing and disassembly of the motor. I have seen a motor not respond to current, if the armature might have been not making proper contact with the brushes, such as a "dead spot." My 93 would not function this spring when being prepped for the season. After repeated up/down switch movements, it recovered and has been working fine through this 2015 season.
