So my dad is coming down this weekend. he called me up and asked if I wanted the boat (his 14' tinny with a 12hp Gale, trolling motor, depth finder, etc.) and said he hasnt used it since I winterized it for him 4 years ago. He already has it hooked to the car, tires inflated and bearings greased.

my question - is the shafting stainless so it would withstand the occassional dip in salt or brackish water, or should I use this in fresh water only locations and find a different motor for the 2 or 3 fishing excursions where we may be in brackish or salt water with this small boat?

I know the Merc Mark 20 is not going to see salt water, and my 9.8 is being used for the hellion.

Depends on what year the 12 is. Some had steel shafts, later ones had stainless steel shafts.
