1993 Evinrude 115 HPTilt/Trim not working

My 1993 Evinrude 115 w/power tilt/trim will only tilt up. I have to use the manual release to get the motor back down. I'm using the switch on the engine-the one on the control handle appears inoperative. I just picked up this boat so all help is greatly appreciated.

Swap the tilt/trim relays on the motor and see what happens.

You could have a bad trim switch on the control box handle. Check it with a continuity tester.

You could have a bad switch on the control box handle. It can be disconnected and tested with a continuity tester.
