no spark, won't start

If it starts in F, something is wrong.
Does the shift lever operate? Does the shift rod (cam rod) move in and out (up for F, down for R) of the LU as it should?
Is the neutral safety pawl operating as it should (engaging the recoil when in anything but N)?
Was the LU ever taken apart? If it was, and the push rod was lost, you could stay in F all the time, regardless of the shifter position.

Yes the lever is operating up and down,
Yes the neutral safety is in place,
When i got this motor it is not working at all, remember it does not start and we did it? water is not coming out from the impeller, i replaced all the stuff of pump and works, now the shifting GEAR. Should i open and check the CLUTCH cam if it is attached or should i do something in there? THANKS AGAIN.

IF you have had the prop housing out... the push rod 25 that operates the clutch probably fell out of the end of the prop shaft. 002-21051-A_FIG10.JPG
