2003 honda 9.9 kicker running hot

buddy picked up a design concepts boat. the kicker 03' honda 9.9 overheated. the po had the motor serviced last year which included a new water pump. boat has less than 120 hours so im motor must have less than 120 hours.

pee stream is intermittent and really hot! almost boiling.

i think its the tstat? when the motor fist starts it will have a intermittent pee stream. then the stream gets smaller until the flow stops, and then hot air comes out. hose is clear i blew compressed air in the hose.

any thoughts?
