Honda BF35A Starting problem

hello - I have a new battery, starter an solenoid is getting 12 volts - wires look good. When turning key I only get a click. I purchased a starter relay to see if that was it but after looking and looking I dont see where it would go. Does anyone know where it goes ? or any other ideas please?

The starter Bendix gear may be stuck to the starter shaft. See if it will easily rise up manually. It may need to be unstuck and lubricated.
Also, the starter cable terminals should be free of all corrosion and "bright".
