So, as the title says, on my Honda 25 I have to pull a spark plug and pour gas in the cylinder to get the motor running. Once it has been started I can shut it off and restart all day.

After an Hr. of sitting I ahve to start the process over.

Could this be lack of a functioning choke? at idle, I detect no difference in sound or performance with our without the choke pulled out. I find this odd.

Indeed sounds like a choke not working, likely a linkage issue if a manual choke. If choke was working and you choked it when the engine was warm and idling it would start stumbling and die. Check the operation of the choke butterfly and work back from there.

If electric choke same process, just dealing some wiring and electric components.
