1998 Honda BF8 4 Stroke

The above motor has been running great for the past 2 years. This year however it started stalling out at idle and when i have attempted to accelerate. I trace the issue to the engine cover, that is, the motor runs great with the cover off however when I put the cover in place while the motor is running it begins to run rough and then stall out. I have checked the air intakes at the cover and at the intake of carbuerator, those placed are not blocked.

Does anyone have suggestions for what the problem can be?
