I did some re-wiring of my boat over the winter, and moved the battery away from the transom into a cabinet. Also installed a console with nav lights and power outlets for a sounder, gps etc. I want to put a fuse right at the battery terminal to protect the longer run of cables to the motor and console (where there is a fuse block for the accessories). What amp fuse will I need considering the amperege draw of the starter motor on the outboard?

You size overcurrent limiting devices (breakers of fuses) to protect the wiring, not the powered device. IE, if/when the device fails, you want the fuse to pop before the wiring cooks and starts a fire. If you have extended the engine cables, you will want nothing larger than:

14 awg: 15 amps
12 awg: 20 amps
10 awg: 30 amps
8 awg: 40 amps
6 awg: 40 or 50 amps
