Honda 50 stalls when tilted down.....runs great in tilted up position. Help?

I have a 2010 Honda 50 outboard that is will start just fine when tilted up but when I tilt it down it stalls. I had the carbs rebuilt about a year ago and a mechanic that recently looked at it said they seemed fine (but did not take apart) and that the floats where working. I recently used a fuel additive and that's when the problem started. I have since drained the gas tank/engine/carbs and even used a separate tank with clean gas to test with the same results. No lines are being kinked or flow of gas being slowed when tilted down. Has anyone seen this issue or knows whats happening here?

Back in 1989 I had a new Evinrude 70hp 2 stroke that did the same thing. The problem was carburetor jets. The dealer had to get an Evinrude factory rep in to find and fix the problem.

Why did you have to rebuild carbs on a 2 year old motor?

The fuel additive might have loosened some accumulated crud in the fuel system but the fuel filter should have caught that.
