Honda BF115 4 stroke rpm limit at 4000

My 2002 BF115 is only revving to 4000 rpm. I know these motors limit at 6k rpm and can't figure out why it is only revving to 4k rpm. Does anybody have an idea on what is causing my motor to do this?

Has this always done this or is this something new?Remeber dash tachs can be really inaccurate on occassion .The only way to really know where you are is to put it on the water with a shop tach.If that confirms where you are at ,it's time to reprop.

I have a brand new tach from Honda and don't think the tach could be faulty. I actually bought this motor with bent exhaust valves and did a minor rebuild job. The motor was assembled back properly and starts fine. The idle seems to be normal too. Could it be a timing issue? Could the balancer belt, if not done properly, cause this problem? The prop is SS and also looks normal without any major bends in it. Any suggestions is appreciated!
