2006 Honda BF150 4 stroke 4000 RPM max

I repowered a Striper 2100 WA with a 2006 honda BF150. I have a Honda 3x 15.5 x 15 ss prop on it. It does really good coming out of the hole and the speed says 26mph at WOT (I need to check this with GPS tomorrow).
I get 4000 rmp at WOT and this is below the specs so I am wondering if someone has any ideas as to what I should check or should I try going down on the prop pitch?

UPDATE
Checked speed with GPS and the boat does 36mph at 4000 rpm , which is not possible , so I am guessing the tech is bad?
Any suggestions on how to verify or check the tech?

Honda mechanics can hook a tach up to the connector on the engine. You asked about a service manual, here's the site for a PDF version. Check this to see if it covers your year, release date is 2003. Thank you for the reply, got a tach from wm , hooked it up and it shows correct RPM now, looks like a wrong tach was on it.
I found a Honda service manual on eBay for $10.00!
I may get the PDF that you mentioned as well.
