50 HP Honda 4 stroke without remote controls

Hi everyone

i am looking at two 50 HP Hondas for sale they are not runing cause the owner says he cant run them without controls,

is that possible ? they will not run without controls ? can they be started manualy ? like just conecting ground and jumping engine with battry ?

i was reading on some other threads that Yamaha controls will fit a Honda is that true ?

Any help information will be most apreciated
