nissan 9.9 primer bulb will not get hard

When i press on the primer bulb gas comes out of the top of the carb. it appears to be coming out of some kind of port but not sure why. Can someone please help?

Fuel bowl float valve not closing, excess fuel escaping out overflow port.

Right. Take your carb apart and repair it.
