Honda 130 lower unit question?

What is the black hose attached to the lower unit and does it end like that and is it correct or is it cut and supposed to run and connect some place else?

Goes to the PSI guage on the instrument cluster. Tells you that your water pump is pumping.

No, it's the pitot tube extension (to speedometer).
