Honda 100 Refuses to throttle up, and is spitting out foamy oil! Please Help.

I have a 10 hp Honda (early 80's) that that was given to me after lying in storage for 7+ years. I was able to replace the impeller and impeller housing without incident, and the motor ran fine the first time I took it out. The next day I started having issues with it failing to accelerate all the way, and when I had it at "full throttle", it was only around 50% of the rpm's it should have been at. If i pull the choke out a little bit when I have it at full throttle, it picks up the rpm's a little bit, but too far and it begins to die. I also noticed a brown looking oily foam spitting out from the fuel discharge hole or whatever it's called next to the water pump tell-tale. It's a significant amount of waste for the engine to be giving off, and I worried that water is mixing with oil somewhere. Does anyone know what is going on with my precious little outboard, and can anyone tell me if it's damaging the engine to continue putting around with it until I get the issue fixed?
