130hp Honda how to adjust throttle cable

I have a keywest 196 with a 130hp honda. The throttle puts the boat in gear easily enough but wont increase speed. I've tried adjusting the arm that connects to the throttle but it seem to jump from no throttle to full throttle. Is there an easy way to adjust it. under the cockpit there is an arm that can go into holes.I`ve tried all 3 but none seem to be right. Im new to boating so any help would be apreciated.

OK the rod that goes to the 3 holes is just to put it into gear. There is a second rod that connects to the actual throttle cable. I have to throttle the boat all the way up before it responds so I think i need to tighten the throttle cable.
