Honda 9.9 runs only when choke is on full

I have a 99 Honda 9.9 4 stroke engine. I hadn't run it for over a year and could not start it this summer. I put in a new fuel filter, took the carburetor apart and cleaned it. The fuel pump pumps fuel. The problem is that it will only run if the choke is on full, if you push it in, it will stop.
I'm stumped and everybody else I have asked is also. Any suggestions?

Try it again and this time when it starts to die pump the primer bulb. If it acts like it wants to go rebuild the fuel pump. Even tho it appears to be pumping fuel it may not have the volume needed.
