mid 90's Honda BF8A won't throttle up

This is my first post on here and it seems like there is a fortune of knowledge around here. I have a problem with my 8hp outboard. It starts great and pumps water but when I put it in gear and turn the throttle, it doesn't go any faster. I had a mechanic look at it and clean the carb and adjust the idle, etc. but we still can't figure out what the problem is. It doesn't stall out or anything, but just kind of bogs and won't push at all.

Has anybody dealt with this problem before?

While you are doing all the ordinary stuff/compression,ignition output,fuel sample,etc, make sure this unit is in fact mechanically moving the throttle mechanisms.A cable runs from the twist grip to a pivot behind the shift assembly. If that cable is broken or the linkage between the pivot and the carb have become disconected,there lies the problem.
