My Honda 40 hp runs fine at low speed and idles great. When I want to open it up and run at full speed it doesn't allow me to get there. When I hold the choke out half way while running it at full throttle its runs fast and smooth. What should I do to fix this problem. Can it be as easy running some seafoam through it? Fuel Filter? Plugs?

Mine was doing the same thing. Sunday afternoon I drained the carbs into a jar and found that there was water in each of them. Consequently, I am going to drain my tank, change the plugs, add a water separator and go again. I attribute this to the ethanol in the gas. I would start with the carbs if I was you. This will be the easiest way to find out if this is what the problem is. Once I get all of mine cleaned and serviced, then I will Seafoam the motor and fuel system. Hope this helps.

Sounds like you are not getting enough fuel flow. Change the built in fuel filter.

That worked on my old Toyota pickup truck after 200,000 miles.
