90 horse honda idle

I have a 90 horse Honda outboard. It will only run if I play with the choke and the throttle at the same time. If I can get in gear fast enough it will run smooth at top speed but dies as soon as it throttles down. It looks as though the paint on the carb idle adjusters have been turned, but can't be for sure as I have been the only owner. Tried running a Seafoam and gas mixture but no change.

Remove carbs, disassemble, do a proper soaking cleaning, reassemble.
