Honda 8HP water pump not working

I have a Honda 8HP 4 cycle. I was told the water pump did not work. I replaced the impeller and gaskets. It still does not pump. Any suggestions as to what I am missing? The impeller is flat side to flat side on the shaft.

I have had mine worry me many times because I run in shallow water alot and it only takes the smallest of shells to plug the peehole. Also if your trying to run it on a muff make sure the hose is centered over the pickup screen. I almost started looking for a new muff when I realized what a difference this makes.
