Honda 15 Hp Bf15a Four Stroke (no Fire To Plugs)

I have a 1993 honda bf15a four stroke elect. start motor that has always started with no problems. Today it would not start so i checked the plugs for fire and had none. I pulled the plug wires and tested the continuity from both ends and had nothing. Is this the problem? I dont know anything about boat motors so any help would be great. THANKS.

it is the stop switch or neutral safety switch

You have checked continuity to what?These engines offer up very cold spark but ignition failures are rare.Put the plugs in the boots and crank this thing over while holding the electrode against a valve cover bolt in a dark shop with the lights off.If you see nothing then proceed to the kill circuit by tracing and uplugging the black/red wires.
