Honda 15HP starter change over

I have two Honda 15HP outboards. Both are 2002 models The long shaft is electric start. The short shaft is manuel start. I would like to change the short shaft to electric start and the long shaft to manuel. What would be the easiest to do? Move the starter ,flywheel etc. or change the lower leg over.

Swapping the gearcase and exhaust housing is easier by far,rather than swapping the starter ,flywheel ,relays,cables,etc,etc,from engine to engine.

Swapped out the lowers yesterday and it was a piece of cake to do. Almost fun .
