Honda BF90 Oil Leak

I have a strange situation where oil is leaking from the top of the starter where the wire comes out and goes to the solenoid. I took the starter apart and it was full of oil. Also there are no seals in this starter to prevent oil from entering at the bottom. Is this starter supposed to be full of oil? I don't think so.
How can enough pressure build up in the sump to force the oil to go that high?
I would buy a new starter but I think the problem would just happen again.

The sump below the starter should be dry! That's where the starter ring is.
You might have a lower engine seal leak.
