Honda 9.9 Manual Tilt Problem

The tilt lever on my outboard will not let the motor go all the way into the water....stops at 30% tilt...manual operation on sailboat...

Have used instructions with motor but does not work as described.

Please advise if have solution.

You've failed to mention if this is a 9.9a or 9.9d.In this situation that makes little difference as that mechanism is practically identical between the two.You will need to provide that info for more delicate problems.Chances are the tilt lock mechanism has become a little sluggish at the spring loaded tilt return.Common problem esspecially in salt.Since you have some return on that tilt bracket you may be able to lube those pivots with spray on lube and acheive at least a temporary fix.After that you will be disassembleing that bracket,honing the pivots, and chances are replacing the pivot bushings and roll pin .Not a dreadfull situation but can be a little frustrating first time around.
