2003 honda bf9.9d wont run without choke

I bought this thing a couple of weeks ago.It had been sitting for 3 years,so i changed the oil,and cleaned the carb.The carb looked really good inside when i had it apart.I have to leave the choke out about 1/4" to keep it running,is this normal? Seems to run fine like that,and i can use the choke as a kill switch.

i would have pulled the jet out and cleaned them
i use a piece of copper wire

That is one really hard carb to clean conventionally.I hav'nt done well without the hydro.Look carefully at the choke cable as that is easily bound up on reassembly.

I must have missed somthing when i had it apart.Looks like i will be pulling it off again.Everything seems to be clear except the idle passages.
