8hp Honda Classic throttle problem

When I boost the throttle, it doesn't seem to be getting full RPMs. The linkage seems to be ok, but the speed only increases by about double the idle.

Are you in neutral or in gear? And this sounds like a jet problem in you carburator high speed jet could be plugged, These carbs are easy to take off two bolts I believe 5/16 and it comes right off. Take the carb arpart and let it soak overnight in cleaner, Then try again.

In gear. I'll try that. Are there any adjustments I should look for on the outside of the carb.?

These motors can be stubborn if you do alot of transporting, they should try to stay upright most of the time. But to answer your question, you should not have to adjust anything first just try the cleaning and then go from there, if adjustments are needed you may have to pick up a service manual to dial it in.
