Honda Kicker 8.5 cooling issue maybe?

We went to fire up the motors and the kicker isn't putting water out the top hole. It goes out the bottom part of the engine-

I think it might be plugged or something but am not sure what is going on. I was hoping to fish tomorrow as it is the first flat day in a long time. We don't get to salmon fish anymore, now my kicker is messing up. Thanks guys-

Usually if the motor sits outside for a while sometimes critters can build nest in the water pump drain tube. What I usually do is take a small welding rod or coat hanger that is straight and run it up inside the tube to clean it out before it runs and during to get the debris out. Once this tube is clean then you can take that out of the problem and move on if it is the water pump.
