Can't throttle up Honda 7.5HP

I recently put in my Honda 7.5HP outboard, and it seemed to start up pretty good. When I tried to throttle up, the engine seemed to jump a bit, and it stayed at a slow, idling speed. I seems as if no gas is getting to the carb, and I'm not sure what I can do to fix this problem. If anyone has suggestions, it would be very helpful, thanks.

First, try doing all that with the engine cover off.That will tell you if you have an exhaust leak that is very common to this engine.If that will not change things, pump the primer ball while running.That will tell you if you have a weak fuel pump if things change.Those are easy things you can do while running.After that things get a little more complicated.
