Had to replace the impeller. there ws nothing left of the old one. It seems you have to cup the impeller blades to get it to fit in the housing. My question is do you have to have them cupped a certain way to get flow or will the revolution of the motor turn the blades the right way once it starts.

I had a hard time getting it back together and there is no water flowing from the pee hole. Is it possible to install the lower unit without getting the tube that sends water back up to the motor in the pump housing?

As I said no water coming from the pee hole just coming out of the lower unit.

Any help would be appreciated.

It does not matter what way you put it in as the blades will self correct. Chances are some of the old blade pieces have stopped up the cooling system.

What would be the best way to verify the system is not obstructed?

Pull the lower unit off and attach a water hose to the water tube and let it rip.

I had a hard time lining up the water tube. Could there be a chance I got the lower unit on and didn't get the tube in the housing? What would the results be?

Is it possible...Yes. But, the way they have it designed you would have to try to keep it from going in correctly. It is designed in such a way as to line up without any effort. Could your water tube be damaged and bent off to the side?
